2007 Delaware Pepsi USBC Youth Championships

USBC Certified

Rules for Youth Championships

Ages 12 and over as of 8/1/06

Boys’ and Girls’ Handicap Divisions Pepsi USBC Youth Championships

Boys’ and Girls’ Scratch Divisions – Advance to USA
Junior Gold Championships

1.                    This tournament is certified by the United States Bowling Congress #45 and will be governed by the rules of USBC.

2.                    Bowlers must compete in the same division for the State competition as they did in League Level competition.  Advancement from a league is a one-time entry.

3.                    Highest USBC league certified average of 21 games or more as of 4/1/07, 21 games as of tournament date will be accepted with proof of games and average.  If no 21 game average – bowl scratch.  Entries must be received by April 1, 2007.  National entering average will be adjusted if average set at state competition is more than ten pins higher than tournament average.  Previous Coca-Cola Youth Bowling Championships and Pepsi Youth Bowling Championships competition averages will also be used in figuring the entering average at the national finals.  Adjusted average will be a composition average of that tournament average plus bowler’s year-end average.  The scratch score of the first six games bowled will determine the average at state competition.  (Not including any tiebreakers or stepladders.)  Also, if the youth bowler participates in a sport bowling league, Rule 205 applies and the sport bowling average will be adjusted according to the adjustment chart on page 66 of the USBC Rulebook.  If the sports league is the only league this athlete bowls in, then the adjustment chart on page 66 must be used for the “correct” average.

4.                    Advancement ratio from league to state is 1 for every 1 entry per division.  The advancement ratio will be applied uniformly to all eligible divisions.  Athletes are not mandated to be USBC Junior Gold Program Members to enter the Scratch Division.  However, athletes must be Program Members or be eligible and buy membership prior to advancement to the USBC Junior Gold Championships.

5.                    Dress code: Participants in the Tournament must be neat in appearance and meet the following dress code rules: Athletes must wear shirts that have a collar similar to golf or polo shirts (Tee-shirts from youth bowling programs or USBC are acceptable); Shirts must cover the entire midriff area or be tucked in; Shorts and skirts are allowed but must be no shorter than 2 inches above the knee.  Advertisements on apparel or bowling equipment depicting alcohol, tobacco and gambling or inappropriate language/gestures during tournament competition will not be allowed.  Pants must worn at the waist or held there with a belt.  Torn or cut jeans will not be allowed.  No hats of any kind are permitted (except for religious reasons).  All clothing apparel must be of the correct size. (I.E.: if wear medium shirt, xxxl not acceptable).

6.                    Athletes and guests will not be permitted to smoke on the concourse or in the settee area during competition, and only smoking in designated areas will be permitted.  USBC needs to provide the best possible atmosphere for these athletes at this event.

7.                    All bowlers must check in at tournament desk ½ hour prior to scheduled bowling time.  At the qualifier, tardy players will be permitted to bowl in competition, but will receive zero for all frames missed.  At the finals, replacements may be used for bowlers not present 15 minutes prior to squad time.  Replacements will be eligible based on order of finish in the qualifying round.

8.                    Bowlers arriving late will begin play and the score will count beginning with the frame then being bowled.  Missed frames will be credited with a zero.  A bowler not present to bowl when it is their turn will be credited with a zero for that frame.

9.                    Bowlers will be allowed 10 minutes practice on their starting pair.  To keep a consistent pace, one lane courtesy will be observed.

10.                 Only bowlers and tournament officials will be permitted in the settee area.

11.                 HANDICAP:  90% of 200.

12.                 TOP 6 IN EACH DIVISION OF THE QUALIFYING ROUND WILL COMPETE IN THE FINALS.

13.                 SCORING:  Six games to qualify and six games in the finals (moving pairs for both).  Total pins will be dropped from the qualifying round into the final round.  The top 6 finalists will bowl a match game round-robin using the 6 team league schedule, moving after each game, followed by a position round.  Bonus pins will be awarded for match play and position round, 30 pins for a win and 15 pins for a tie.  Total pin fall plus bonus pins and handicap, where applicable, will determine winners in all divisions.

14.                 TIES:  If a tie occurs for the sixth place during the qualifying round, a one game roll-off will occur, including handicap where applicable.  If a tie occurs for positions 1-5 during the finals, a one game roll-off will occur, including handicap where applicable.

15.                 Claims for errors in scoring or general playing rules must be made to the tournament director no later than the start of the next block or 30 minutes after completion of the tournament.  Questionable errors shall be decided upon by the tournament director with 48 hours or before the awards are distributed.  Each protest under this rule must be specific in itself.

16.                 AWARDS:  Symbolic awards will be given to each of the six finalists in Boys’ Scratch/Handicap and Girls’ Scratch/Handicap.  All awards are distributed based on a minimum of a 1 to 10 ratio.

17.                 Advancers out of the league level must remain in the division they qualified in during all subsequent levels.  If a bowler advances out of league level in more than one state/zone, the bowler must declare one state/zone to continue competing before the next competition level.  Participation in any level of competition past the league level in more than one state/zone will result in automatic disqualification.

18.                 HANDICAP DIVISION CHAMPIONS:  State scholarships for 1st and 2nd place.  First place winner on each handicap division receives an expense paid trip (athlete only) to the Pepsi USBC Youth Championships in Buffalo, NY on July 16-18, 2007, to compete at the national level for additional scholarships.  Awards will be based on bowling scores only.  Winners must agree to bowl in the national finals, or by failing to do so, agree to waive all rights.  Replacements will be selected based on the order of finish in their division at state competition.  Replacements will incur all expenses associated with changing the airline ticket, if applicable.  If the advancer decides not to attend the national finals, the state scholarship won may be withdrawn.  Winners are not confirmed as national finalist until they receive a confirmation letter from USBC.  Advancers will be required to be accompanied by a parent, guardian, or coach.

19.                SCRATCH DIVISION CHAMPIONS:  State scholarships for 1st and 2nd place.  First place winners of each scratch division will advance to the 2007 USBC Junior Gold Championships in Buffalo, NY on July 7-13, 2007.  They must be USBC Junior Gold Program Members to advance.  (The advancer must meet the 175 or higher average for males or 165 average or higher for females and have a Gold membership or purchase a Gold membership prior to the championships.)  USBC will pay for their $150 entry fee into the USBC Junior Gold Championships.  These athletes will then still compete for $15,000 in scholarships earmarked just for Pepsi advancers, plus additional scholarship funds available to all athletes at the championships, as well as other prizes and awards.  (No travel reimbursement or stipend will be provided for these athletes.)  All US citizens are vying for a spot on USBC Junior TEAM USA to represent the US in national or international competition.  If the Scratch Division Champion is unwilling/unable to become a USBC Junior Gold Program Member and will not advance to the Championships, the athlete will still retain the state scholarship, but the berth to the Championships will be awarded to the next eligible athlete.

20.                Delaware scholarships are managed by Karen Lesperance (302-539-3402) and are handled through Artisan Savings Bank.

21.                Returned checks are subject to a $35 NSF charge and that person will no longer be able to write checks to DSUSBCY.

Scholarship monies will be distributed depending upon the number of entries per division.

                                      5 entries       $500 for 1st place    $250 for 2nd place

4 entries       $400 for 1st place;   $200 for 2nd place
